CSA Preface

This is the first edition of CAN/CSA-B354.7, Mobile elevating work platforms - Safety principles, inspection, maintenance and operation, which is an adoption, with Canadian deviations, of the identically titled ISO (International Organization for Standardization) Standard 18893 (second edition, 2014-04-15). It replaces the inspections and maintenance and safe operating practices of CAN/CSA-B354.1-04, Portable elevating work platforms; CAN/CSA-B354.2-01, Self-propelled elevating work platforms; and CAN/CSA-B354.4-02, Self-propelled boom-supported elevating work platforms.

At the time of publication, ISO 18893:2016 is available from ISO in English only. CSA Group will publish the French version when it becomes available from ISO.

For brevity, this Standard will be referred to as "CAN/CSA-B354.7" throughout.

The Canadian deviations contain revisions and additional guidance to reflect Canadian practices and safety considerations.

Note: It is recommended by the CSA Technical Committee that the requirements of this Standard be implemented within 12 months after the date of publication of this Standard.

Scope

This International Standard applies to all mobile elevating work platforms (MEWPs) that are intended to position persons, tools and materials and which, as a minimum, consists of a work platform with controls, an extending structure and a chassis.

The technical safety requirements of this International Standard apply except where national or local regulations are more stringent.

This International Standard applies to MEWPs to achieve the following objectives:

a) prevention of personal injuries, property damage, and accidents;

b) establishment of criteria for inspection, maintenance, and operation.

Within this Standard, where ISO 16368 is referenced, CAN/CSA-B354.6 will be considered to meet the intent of ISO 16368.

Equipment classifications

MEWP classifications are made up of a MEWP group (platform location in reference to tipping line) with an associated MEWP type (reference to travelling).

NOTE See definitions for groups and types.

CAN/CSA-B354.8 contains requirements for MEWP training. Both the group and the type of equipment for which training has been provided should be identified. See the figures in Annex BDV of this Standard.

Purpose

The purpose of this Standard is to specify the requirements for performance, inspection, training, maintenance, repair, and safe operation of mobile elevated work platform (MEWPs) to achieve the following objectives:

a) prevent personal injuries, property damage, and accidents;

b) establish criteria for inspection, maintenance, and operation;

c) help manufacturers, dealers, owners, users, operators, occupants, lessors, lessees, brokers, and engineers understand their respective responsibilities;

d) establish a process for reviews to verify compliance with this Standard; and

e) provide a guide for governmental authorities desiring to formulate safety rules and regulations.

All provisions of this Standard apply to both new and existing units.

Terminology for Canadian deviations

In this Standard, "shall" is used to express a requirement, i.e., a provision that the user is obliged to satisfy in order to comply with the standard; "should" is used to express a recommendation or that which is advised but not required; and "may" is used to express an option or that which is permissible within the limits of the standard.

Notes accompanying clauses do not include requirements or alternative requirements; the purpose of a note accompanying a clause is to separate from the text explanatory or informative material.

Notes to tables and figures are considered part of the table or figure and may be written as requirements.

Annexes are designated normative (mandatory) or informative (non-mandatory) to define their application.

Préface CSA

Ce document constitue la première édition de la CAN/CSA-B354.8, Plates-formes élévatrices mobiles de personnel - Formation des opérateurs (conducteurs). Il s'agit de l'adoption, avec exigences propres au Canada, de la norme ISO (Organisation internationale de normalisation) 18878 (deuxième édition, 2013-08-01) qui porte le même titre. Il remplace les sections sur la formation des opérateurs (conducteurs) de la CAN/CSA-B354.1-04, Plates-formes de travail élévatrices et portatives ; de la CAN/CSA-B354.2-01, Plates-formes de travail élévatrices automotrices ; et de la CAN/CSA-B354.4-02, Plates-formes de travail élévatrices automotrices à bras articulé.

Par souci de brièveté, tout au long de ce document, il sera appelé «CAN/CSA-B354.8».

Les exigences propres au Canada comprennent des révisions et lignes directrices supplémentaires pour tenir compte des pratiques canadiennes et d'enjeux de sécurité.

Note : Le Comité technique CSA recommande que les exigences de cette norme soient mises en oeuvre dans les 12 mois de la date de publication de la norme.

Domaine d'application

Elle s'applique aux PEMP, telles que définies dans l'ISO 16368, destinées à déplacer des personnes, des outils et des matériaux vers des positions de travail où elles mènent à bien des travaux à partir de la plate-forme de travail.
